Three women have today, Thursday, 11 May, appeared at Westminster Magistrates’ Court charged with the preparation of a terrorist act, contrary to section five of the Terrorism Act, and conspiracy to murder.
The women, arrested as part of an investigation by the Met’s Counter Terrorism Command, are:
[B] Rizlaine Boular, 21, of central London – arrested on Sunday, 30 April when she was discharged from hospital;
[C] Khawla Barghouthi, 20, of north-west London – arrested on Thursday, 27 April at an address in Harlesden Road, north-west London; and,
[D] Mina Dich, 43, of south-west London – arrested on Thursday, 27 April in Kent. She is the mother of Rizlaine Boular.
All three have been remanded in custody to appear at the Old Bailey on Friday, 19 May.
The full charge details are:
– Rizlaine Boular between 11 April 2017 and 28 April 2017 within the jurisdiction of the Central Criminal Court conspired together with Mina Dich and Khawla Barghouthi to murder a person or persons unknown contrary to section 1(1) Criminal Law Act 1977;
– Rizlaine Boular between 11 April and 28 April 2017 within the jurisdiction of the Central Criminal Court with the intention of committing acts of terrorism engaged in conduct in preparation for giving effect the that intention contrary to section 5(1)(a) and (3) Terrorism Act 2006;
– Mina Dich between 11 April 2017 and 28 April 2017 within the jurisdiction of the Central Criminal Court conspired together with Rizlaine Boular and Khawla Barghouthi to murder a person or persons unknown contrary to section 1(1) Criminal Law Act 1977;
– Mina Dich between 11 April and 28 April 2017 within the jurisdiction of the Central Criminal Court with the intention of assisting Rizlaine Boular to commit acts of terrorism engaged in conduct in preparation for giving effect to her intention of committing acts of terrorism contrary to section 5(1)(b) and (3) Terrorism Act 2006;
– Khwala Barghouthi between 11 April 2017 and 28 April 2017 within the jurisdiction of the Central Criminal Court conspired together with Rizlaine Mina Dich to murder a person or persons unknown contrary to section 1(1) Criminal Law Act 1977;
– Khawla Barghouthi between 11 April and 28 April 2017 within the jurisdiction of the Central Criminal Court with the intention of assisting Rizlaine Boular to commit acts of terrorism engaged in conduct in preparation for giving effect to her intention of committing acts of terrorism contrary to section 5(1)(b) and (3) Terrorism Act 2006.
Everyone else arrested in connection with this investigation has now been released from police custody.
